How to connect 2 vpn servers to each other via VPN over TOR?

There are 2 VPN servers, there is one server with a database and clients.
I would like to make such a scheme so that 2 VPN servers are connected to each other via VPN through the TOR network and clients connect from different ends to these servers.
DB <----> VPN_serv1 <======VPN over TOR====> VPN_serv2 <------> clients
the problem is in the organization of the channel between the servers
