Why virtual machines in Hyper-V on a dedicated server do not receive a network?

There is a dedicated server for rent. It has WinServer 2012 R2 installed. A static IP address has been ordered. On the server, it appears as a public network. As I understand it is Static public IP. The Hyper-V service is installed. Installed on Server 2012 R2 virtual machine. The network adapter does not receive an IP address. Unidentified network.
