Why use upgrade if there is a full upgrade?

Why update the system with commands

sudo apt update
suro apt upgrade
sudo apt full-upgrade

If you can just

sudo apt update
sudo apt full-upgrade

It is definitely not necessary to do both apt upgrade and apt full-upgrade at once.
full-upgrde includes upgrade.
You can upgrade without full-upgrade if you don't want to remove/upgrade all dependencies, but not vice versa
