Why the router does not respond after replacement?

The situation is the following. The organization has a TP-Link 841 router. I decided to change it to mikrotik. Previously, mikrotik was similarly configured and tested at home. And at hour X I change TP-Link to Mikrotik, but at the same time the LAN address stops responding. I change everything as it was, I connect the Mikrotik to a separate PC - all the settings are in place. I change it again, try another cable, check the ports - everything seems to be in order. But LAN again does not respond and there is no Internet. I can't understand what is the reason.

1. Run
arp -d
on the clients to clear the arp table. The caching time for arp records is about 10 minutes. During this time, clients will continue to send frames to the MAC address of the old router.
2. Check the port security settings for the switch port to which the router is connected.

First, check if Mikrotik issues an address for a computer on the local network via dhcp? And actually ping the gateway if the computer receives the address.

Is the IP address on the computer on the same subnet as the lan port of the router? Does winbox on a computer where the connection does not work see mikrotik at the mac address? And maybe the network card on this computer burned out
