Ping only after clearing the arp table. What could be the problem?

The essence of the problem is this. We do ping the device - the device responds . Some time passes, we do ping - the device stops responding . After that, on the router, we do clear ip arp of the address that we want to ping. We do ping - the device answers .
The point is that the device starts pinging only after clearing arp on the router. What could be the problem?

and look in the arp table - are there the same poppies at the time when it does not respond and when it responds?
if different, then it means that you have doubled the SP)

It is likely that you have 2 (or more) devices that have the same ip address, or the same poppy address.
