Why such a delay in RAM?

MSI GL66 laptop with I5 11400h, RTX 3060, RAM 8 3200 WITHOUT XMP

Latency 97.2, I understand this is a lot. I have 59 on a similar system, a friend with i5 10500h and 2933 memory has a delay of
59-60
From the factory, the timings are 22-22-22-52 and 1.20 volts.
Tried on 16-18-18-36 (38) and 1.35 volts. Delay 90 (still a lot)
I tried it on 17-17-17-45 without changing the voltage and also 90. I changed the comand rate and it's useless 0, initially it costs 1. with a deuce, only the read and write speed drops.

In what exactly did you measure latency?
For CAS Latency, what is 90, what is 60 - these are some exorbitant values.

Seems to be quite ok.

Computer not working well?
Is performance in benchmarks much lower than it should be?
