Why PHPSTORM can constantly index exlude directories?

Storm is constantly indexing directories marked as excluded on each change, and this has already begun to output in order.
Project on yii2 and in docker, as excluded directories:
./frontend/web/assets/*
./backend/web/assets/*
In general, the procedure was as follows:

• cloned project from git
  
• Opened a project in a storm
  
• Launched a docker build
  
• Started docker
  

I noticed that indexing constantly starts if I do alt + tab . As soon as I return the storm, I see that there are no labels that directories are excluded and it starts indexing. After a couple of seconds, the labels appear but the storm continues to index.
