Why not pin some questions to the output list?

When we ask a question, results similar to our question appear at the bottom of the form, and so, almost every week there are questions that have already been published on the toaster, but user X is too lazy and does not want to look for it, but simply adds 1 more question, why not display the most popular questions in the first lines related to this topic? For example, I want to ask a question about freelancing, and the most popular questions immediately appear: Where to start, what skills to improve, how to go remote, etc.

If user X is "too lazy", he just needs to be switched to r / o mode, and not invent another bib, so most of the users are shkolota and 1st year students.
