Why might there not be enough memory to load site pages?

There is a site, everything works well, but there is a computer with a small amount of RAM (up to 4GB), on which all sites work, except for a few pages of mine (I can’t say that they are very heavy). I lightened all the photos and translated them into a special format. I looked in the chrome manager, it shows that the page takes about 18mb, but on the computer that complains about the lack of memory, the manager shows more than 1GB of free RAM memory.

Where to dig? What to watch?
