Why might the payment for the Apple Developer Program fail?

Such a thing, trying to get a developer account with Apple, then stuck at the payment stage.
I fill in all the data for payment:
- card number, I tried two different different banks, Visa and MasterCard (both in Moscow banks, ruble)
- address, I wrote for everyone, but it seems to be correct. I took a certificate from the bank with the address.
- indicated this card as a payment card in AppleID, everything was checked there, everything is OK (70 rubles were blocked and unlocked) Filled
out, everything is OK, a letter arrives that your order is accepted, expect, we will process it within 48 hours (on business days).
OK. I'm waiting ... Nothing comes ...
As I understand it, Apple must write off the money from my account (ala Ali)))
But the money is not debited and no letters come ...
I waited for five days ...
And so six times in a circle ...
I wrote to technical support - they said the address as a whole is not so critical, and ask your banks what is wrong with you - he asked ... Bank support does not immediately understand what I mean, but then they seem to check , they say that there are no payments ... (
The circle is closed ...
And at first I didn’t find any tool for checking the status of the order, but then I came across a strange link, it’s somehow strange there, but my orders and statuses are displayed ... now they are all CANCELED

When you send a new order - it immediately writes almost the Enrollment Complete status, but then cancels ... In general, a strange page, you can’t go into the details, more precisely, you can, about there "Something went wrong ..."

The support pulled up so that they offered to make a Wire Transfer (payment by SWIFT account), then they backpedaled. Now all that remains is to wait.

I wrote such a layout in support for the hundredth time and they gave me a manager, he naturally fed breakfast, then he said that xs what was the problem and that I would create a new account. I already created a new account and it was useless, so I scored and did not do it again. I wrote a question to him about the column when paying for the Billing address, like what should be there for the address, etc. He said that there should be an address that I indicated when I received the card at the bank.
And here's the trick. In America, if an individual receives a card, then they indicate, for example, their home address as a billing address in the Russian Federation, when receiving a card, we do not indicate anything. I explained this to him and told him to ask the techies how their system checks the data before debiting funds. And it turned out as he said that their system is trying to check the data that is not there. In the end, he said that he would allow me to pay by direct bank transfer and gave the details for the transfer, I transferred money from the company's account and got access the same day.
I hope someone will help. Try spinning them on a direct bank transfer from account to account. You will be given an order number in Apple, which you will need to indicate when transferring in the payment details, and all of them will receive and open access.

There is an assumption that this is:
a) "Internet payment limit", the card has an "Internet payment limit" less than Apple is trying to write off
b) Your bank rejects the payment. Why? Because it can)
It works like this: Apple blocks $1 on your card (auth operation) and then, unblocks (void) and receives your card token. After that, he can safely debit funds from your card, but only if the limit on your card is not less than the amount of the transaction. Otherwise, most likely Apple will not even understand why your bank rejected the operation, or even if it does, it will not show you this

The support is not silent, but plainly says nothing.
The question was transferred above, they say they recognize the problem, they don’t see errors in my actions, they sent requests somewhere there, they figure it out, my situation is important for them and all that ... it’s been four days, it seems -same song.
I honestly don’t remember where I dug this link, but I dug the Internet without stopping for the first time ... it’s buggy and I think they just forgot to close it ...

Because an error occurred during the payment, we had to completely revoke the current NS******** registration so that you can submit a new registration with a new Apple ID and a different credit card.
I invite you to create a new Apple ID at appleid.apple.com and enable two-factor authentication for your new Apple ID.
Once an Apple ID has been created, resubmit a new enrollment by following the link below:

Please be aware that you will need to provide a different credit card at the time of payment for the new enrollment. Preferably a payment method that hasn't been used by Apple before.

Same problem. It's been 2 weeks since I've been unable to pay for an account for an organization. Payment was made only with Sberbank cards (MasterCard). Support for specific answers does not give, they only say to try to pay from another card. Requests to the bank from Apple are not received at all. He has written for both the Enrollment Program and Purchase and Renewal. If anyone has a problem, please let me know.

The problem is still relevant. Rejected payment, wrote to [email protected], next. day they said they'd figure it out. A couple of days later, another order appeared in the list in the Enrollment Complete status, after a few hours the money was debited, and after a couple of hours the subscription was renewed.
Country of the Russian Federation, Olezhkin bank, card in rubles. Account renewed (abandoned since 2016).
