I had the same problem. When there are a lot of properties in the infoblock (I have more than 1000), then an error like yours occurs. Solved by setting max_input_vars = "100000" in php.ini
1. run a check for changes to the kernel files
2. are there definitely no third-party modules?
3. Are there any event handlers?
4. do you edit from under the admin?
5. contents of table b_module_to_module to studio (/bitrix/admin/perfmon_table.php?lang=ru&table_name=b_module_to_module)
Вся проблема в PHP ini. Если работало, то верните все назад.))
