Why is CAPTCHA not working for guests?

Good afternoon colleagues. Such a problem. The captcha works when the user is logged in. But it does not work when you are not authorized, when you go through a direct link to the url with captcha, then a redirect to the main one is made. Checked the rights to folders and files with captcha. There is nothing out of the ordinary. How to detect an error?
