Why might a new virtual host not work on Ubuntu?

There is a server (Ubuntu) and sites on subdomains are configured on it. Well, old sites work correctly, and when you add a new virtual host, it works every other time and when checking ip (when it doesn’t work), it gives some kind of left ip. Moreover, if you access the site through TOR, then the site is always available.
