Why make title and headline different in terms of SEO and SMM?

I do CMS and there was a question.

and they make h1 and title different because they have different goals. especially since there can be a lot of h1 on the page.
When building a snippet, Google takes the title and description. it is useless to try to answer the question "why" or "logic" here. These are rules given from above. just follow them.
