Why make an entity with one column?

I am designing an ER database model and have come across the fact that many people put one column into a separate entity. For example, I have an entity Car and associate it with a separate entity Category_TC, which consists of just a Primary Key. Why do they do it? Why is it impossible to put the Vehicle Category in the Car column?
