Why isn't TPM working?

The computer has a TPM module installed, but there is not a single action in its management console in Windows:

When you try to clear the TPM, Windows will immediately prompt you to reboot, after rebooting, the BIOS will ask for confirmation and, after agreeing, it will immediately reboot. After Windows loads, the TPM setup window will open, but nothing will change. What to do in this situation?

Try pressing Win+R and running tpminit
