Why isn't color-scheme applied in .vimrc?

Scheme Tomorrow. Path ~/.vim/colors/Tomorrow.vim
If you type :colorscheme Tomorrow in vim, it is applied.
When adding the line colorscheme Tomorrow to .vimrc, the theme does not fire when starting vim. Although if you put one of the standard schemes in .vimrc, for example darkblue, then when you start vim it is applied.

tell vim that terminal supports 256 colors?
