Why is Windows 10 not set to full hd resolution?

There is a laptop running windows 10 with a 1366x768 display and HD 4000 graphics built into the i3-3110m, there is a 1080p TV, you need to connect via HDMI and set the resolution to 1920x1080 (well, or something like that, you can narrow the edges so that the picture fits completely, your own nuances) , you need this to test the adaptive layout of the site. When connected to a TV, I set the display of the picture only on the 2nd screen, that is, on TV. I went to the Intel site, installed older drivers, but nothing has changed, I connected another laptop under windows 7 and with nvidia ion graphics, it displays normal full hd.
What options do you see for solving this problem?
PS Win10 remains, there are no options. Another option is to try connecting via analog VGA (D-SUB), but there is no cable at hand.

turn on both displays through the standard Windows tool, expand these screens and see. Might be worth downloading the latest Intel drivers.
