Why is window.opener.location.reload() not loading css in crome?

Essence of the question: In the Google Chrome browser, the window.opener.location.reload() code does not refresh the page correctly. For some reason the css is not loading. In firefoxe and ie everything works. In this case, if you press f5, then css is loaded normally.
