Why is wifi not working on laptop?

There is one laptop, new. It does not want to work wifi, under no circumstances. Background: I use the neighbor's Internet, there was an old laptop with a seven, they gave me a screen with the settings (address, gateway, etc.) and everything worked. After buying a new one (win 8.1) I tried to connect with the same settings. Everything was fine until the first reboot, the Internet worked. Before that, access was "restricted", but now it's just "unable to connect." I've already rummaged through Google's issuance, it doesn't help (or, more likely, I'm not catching up). Known solutions have been tried and failed. What to do?
