Why is Wi-Fi bad at the university?

We have a Wi-Fi access point installed in the library of the university, with authorization through a login / password issued by the dean's office. My classmate and I sit at the same desk, but his speed is much higher than mine (we used speedtest for comparison, my download speed did not exceed 1 mbps, his download speed was over 20 mbps). What could be the reason for such a sharp difference in speeds?
