How to write simple applications for testing hardware?

Good afternoon!
The situation is this - I develop various devices controlled from a PC. Often you have to test different modes of operation, pull telemetry into the logs and change this whole kitchen in every possible way from project to project. Our programmer is busy writing software for users and is very reluctant to add all sorts of test buttons for debugging hardware. I used to use VisualBasic98 for my needs, but that one is godlessly outdated. For the last couple of years I've been trying to learn C # by typing, but it's hard because of infrequent approaches. Maybe there are some simple methods to get a window with a button, which in turn can somehow work with iron? (Ethernet, USB, sometimes COM, even less often PCI through all sorts of dlls). I write the lower level in C for the most part. Tell me, which of the modern technologies to look at?

Yes, I was just thinking about the python, but what about the windows? Are there any visual constructors? Through Tkinter, it is difficult to display each control by coordinates ...
