Why is vpn not working?

I needed to connect to vpn from home on work issues, I was confused, because it works strangely.
Works:
- any messengers
- yandex ru, google com
Doesn't work:
any other sites other than the above
I'm not really an engineer, a middle-level user that I tried to exclude:
- there is no difference between http / https, all sites do not work regardless of the protocol
- differences there is no difference between vpn protocols either - I tried both openvpn and l2tp, IKEV2 - the symptoms do not change
- all traces go OK, both to sites that open and those that do not open
The problem is at the network level, since everything works correctly on the same machine through a 3g whistle. Either a modem or an ISP. The modem tried to reset and configure from scratch, it did not help, the provider will not approach the TP - "Does the Internet work? - Goodbye." There are actually no criminal settings in the modem at all.
Perhaps, according to the symptoms above, you will tell me where to dig? Perhaps some kind of port conflict at the provider level and you need to use something that is not standard? What would you recommend to check/do?
