How to make a fault-tolerant OpenVPN?

Hello. There is a VPN network of about 60 servers. VPN - OpenVPN, all are on the same subnet. There was a need for failover, i.e., ideally, several servers with openvpn servers and, accordingly, several remotes in the config. The question is how to combine all three server machines so that clients connected to different servers see each other? That is, each OpenVPN server must somehow find out which specific OpenVPN server is connected to which client and send packets in the appropriate way ...
