For some reason, distributions for Windows in the form of an installer were removed from offsite somewhere. Although I may be confused. Where can I get a normal official installer for Windows?

Answering povros directly, officially - nowhere.
For IIS 7.0+ there is an official setup manual

In general, if you are just starting out, why not start with XAMPP, OpenServer or similar? The classic LAMP stack (for which you can always find tons of documentation and it's easier to find answers to questions) is perfectly installed on Windows without the participation of IIS.
