Why is upload speed slow on OVH VPS?

Debian 10, measuring speed with speedtest-cli. On download - the promised 100 Mbps, on upload - 4 Mbps constantly (measured on different days and times of the day).
There is no web server on the server, no ftp - nothing that could download the channel.
When loading the VPS into the service rescue mode, checking the same speedtest-cli, the upload speed is 100 Mbps.

Tell me where to dig?
