Why is there no user meta in the WooCommerce email template?

Hi all.

Can anyone suggest why woocommerce_register_form_start hook can't catch user meta in customer-new-account.php (wookiee email template when new user).
At the same time, when a client registers through checkout, everything is fine. And the user meta is saved (it is displayed in the admin panel).
