Why is there no power on USB?

Good afternoon!
There is a new laptop with USB 3.0 and a Seagate STBU1000200 hard drive. Connects once. I connect it to the port "on the floor of the knobs" slowly and slowly. Only then is there a result. Everything is OK on PC! What could be the problem and how to solve it? Thank you!
PS There is also a Transcend StoreJet 25M2 1TB (TS1TSJ25M2), no problem with it!
