Why is there no image on the VGA output?

Asrock H81M-ITX motherboard, intel hd4400 graphics, DVI-D, VGA, HDMI video outputs. There is a need to output the image via VGA. If you connect a VGA cable, then when you turn on the computer on the monitor, the indicator shows that there is a signal, but the image is not displayed, just a black screen. I changed the monitor and cable, updated the bios, reset the settings, enabled / disabled multi-monitoring in the BIOS.
