Why is there no FTP access?

There is a windows server 2016, it has a filezilla server, the user is configured, the rights to view / write are set.
I go through the browser from the local machine ( ftp://192.168.10.6) - it asks for a login / password, I enter it - everything works. I see this log:

Now I go from the network (from vlan, ip: 10.0.11.27) I enter ftp://192.168.10.6 in the browser - there is a login / password request, I enter - I think ... Then it says: "Unable to access the site." The filezill log looks like this:

At the same time, kaspersky is installed on the server, network rules are configured in it (all connections on port 21 are allowed).
Where to dig? Help!

It worked in passive mode, allowed the ip range, opened one port (I don’t know what this is fraught with ...), allowed it in the firewall.

It looks like a problem with routing. The zilla receives a request on ip 10.6 and responds to ip 10.0.11.27...
Option two - go to the zilla settings, to the passive mode. There, register the used Ip address, and also register the range of ports for the pass mode. Open them in Kaspersky ... For example, I have this
