How to create an ftp user in vsftpd on ubuntu so that it can work over regular FTP and not SFTP?

How to create an ftp user in vsftpd on ubuntu so that it can work over regular FTP and not SFTP? Now does not start up on the 21st port. And in pursuit - how to give it a home folder and the necessary rights to write, delete and edit this folder. The owner of the folder must remain the same. I tried creating /etc/vsftpd_user_conf/ivanov and adding local_root=/var/www/example1.com to it - it doesn't work

Google according to virtual users vsftpd
https://www.linuxcloudvps.com/blog/setup-virtual-u... - the manual is old but working.

sftp works on port 22 and does not refer to ftp in any way from the word at all. This is an ssh module for secure file transfers.
