Why is there no commercial implementation of Grid computing like the World Community Grid?

Probably there are no guarantees that the leased capacities will not participate in illegal operations.

At a minimum, because distributed computing means the availability of the computing code and the processed data to Anonymous on the Internet. To distribute commercial data in this way is to dig a hole the size of a black hole for yourself.
