Usually, in the functions.php file of the theme that is active, it is written what should be used there, what is not, in this topic, I agree with the previous answer, they simply do not use these features. This is not specific to the WP package, it's something that WP allows you to turn on/off from a theme.

Not all themes support widgets, add. menu, etc.
