How to create cms?

Hello! I recently made a website for a person. The site is not dynamic, it was created only on html and css, they said that the information on it will not be updated, but now they only need to change 3 lines, 3 columns in which prices are indicated, everything seems to be simple, but I don’t want to cut a whole cms under 3 lines.
PURPOSE: A convenient and intuitive interface for correcting three lines.
