Instead of an anti-like, we have a Complain button. It is intended, potentially, to limit the actions of those whose answers, questions or comments receive many complaints. Spammers/trolls are completely banned, but with your scheme, due to the limit, there is a chance to lose a good answer. In addition, by answering here, you are answering not so much to the authors, but to everyone who will read the question and answers in the future. And for the rest, the degree of adequacy of individual answers may differ greatly from your assessment.

And merge 90% of the questions that belong in Google? What do you mean, this is traffic and an audience, you need more questions, spitting on quality, the administration is not fit to do this, there are only likes and no offended ones. It's like in some countries, so as not to offend the losers, they call them the last winner.
