connect an additional device to my home router (I tried 2 different ones), the router gives it the local address 192.168. local server that is running on this stationary computer, although the router issued a different address to this computer.

Just to understand where the problem is. As for me, something with the server on the computer. If you don’t bother, then try manually setting a different address for the additional device on the router.
the problem turned out to be in the browser., it just gave out cached pages. On the router, static ips were not registered for additional devices, but when the router was rebooted, the device address changed (connected in a different sequence), and the cached page with the ip address from the device remained in the browser, which had a different ip.
