Why is there a temporary profile?

There is a user with a roaming profile, when connecting to another terminal server, a message appears that the login was made under a temporary profile. Sessions end correctly. The user was added by copying from a similar profile for which everything works when moving from server to server. On the server itself, the profile folder is not created, everything is loaded temporarily into TEMP.
A common solution with deletion by SID or a change in the profileList registry branch is not suitable, the profile is not registered there.

Check that at the time of login it does not allow loading a real profile.
