Why is there a 403 error when accessing the certification server?

In the domain on on the separate W2008R2 server the certification server is lifted. When trying to request a certificate via IE from another W2008R2 server, an error 403 -Forbidden is issued. Access denied. The credentials provided do not grant permission to view this directory or page.
The request goes under the domain administrator account. Turned off firewalls. Help me please
