Why is the white ip not pinged on Win10 but there is access?

Good afternoon, dear, we installed Windows 10 on a PC, connected it from the switch, threw a vlan on the switch and registered a white ip address in the computer's network card, but the trouble is that on the PC itself there is Internet access from a white IP, but pings to this ip address are not go, also there is Macrocom software (but it does not matter).
P/S from the same port on the switch with the same ip another PC tested and it responds. Firewall is disabled, what could be the problem?

response to pings can be prohibited both on the router and in Windows itself. for example, Windows, after installation, by default considers any network to be public , which automatically prohibits the answer to ping too
ps you need to understand the topic well enough before changing anything in these settings. very briefly - usually, you can declare a "private" network, under the protection of a firewall, at least a router (this is preferable for most home / small networks. but then vlan is not the best tool. rather forwarding a specific port, but then, to ping, answer (not answer) will be a router)
