Can an ISP limit traffic so that only one device can work properly?

My home Internet (wi-fi) works fine only for one device, as soon as other devices are connected, it immediately starts to slow down, even the picture cannot be loaded. At first I thought that the problem was in the modem router, I did everything according to the instructions in the router, there are no problems. Can an ISP limit traffic so that only one device can work properly? Or is it still a problem with the telephone line?

The provider of your devices behind the router does not see. Although, of course, all of the above Vladimir Korotenko - he can do (and probably does - if he is stupid. At least my provider does not deal with such a hat).

Usually they don't do that kind of stuff. Top provider restrictions:
1. Torrent
2. Ttl
3. Shaping of any ssl traffic
4. Binding by router poppy
5. For mobile tariffs, blocking Windows updates, well, up to a ban of 64 kilobits
