Why is the video card not loaded at 100% and resets the frequency?
Actually the problem is that in some games the resources of the video card are not correctly used in my opinion. In the game Cities skyline, the video card is loaded from 25 to 40%, but the frequency jumps from 900 to 1100 MHz, while the video card can output 2055 MHz and the video card also consumes power much less than it should. Also in GTA 5, although the picture is better in terms of frequency, the load is still not 100%. The question is, does anyone know how to get the full power of the video card to be used?

This is a Lenovo Legion 5 laptop. The video card from Radeon is disabled in the BIOS, only nvidea works. Power profile selected for maximum performance.

I would venture to guess that older games are not able to load all the threads of your CPU, therefore in this case the CPU cannot fully load VK. This can be seen if you reconfigure MSI Afterburner to show CPU usage per core via settings. Accordingly, idle cores will have a load of up to 5-10%

The game turned out to be so processor-dependent that even an overclocked Core i7-7700K significantly limited the potential of older video cards in all three resolutions. It also had a strong influence on the results of most test participants at 1920x1080 and 2560x1440 resolutions.
The Cities Skylines project turned out to be so harsh on processor power that no model could provide comfortable performance. Only older Intel processors, and then after overclocking, showed acceptable results.
