Why is the "ua" domain so expensive?

A .ua domain costs 600-750 UAH per year (about $60).
The .ru domain costs 100-400 rubles per year (i.e. $3-15).
1. Why is ua domain so expensive?
2. Who "goes into the pocket" difference ~ $ 50?
Or rather, how much of these ~ $ 50 goes to:
- the state;
- to the registrar of the first level (monopoly hostmaster.ua);
- direct registrar of the second level.

UA domain costs at least 1 thousand dollars (+-) - trademark registration for domain registration. Against this background, $ 50 does not make the weather at all
