It's very simple: in the desktop version of Telegram, not a single vertical scroll, whether in chat or in settings, reacts to the laptop's touchpad. All other applications are responsive. What to do?

I was helped by changing the parameter
"ScrollControl_Mode" from 0 to 1
in the registry branch: \HKEY_CURRENT_USER\Software\Elantech\SmartPad
