Can Telebot get the user's avatar if it's hidden?

I ran into a problem in writing a profile in telegramBotApi
get_user_profile_photos, I can’t get the file_id of people who have a hidden photo.
I found information about the API 2.0 update and there it is possible to ask the user for geolocation or phone number.
Can I do something similar with the user's avatar?
I don’t think that the implementation (throw off the profile photo that is already in the profile) will be good

Unexpected, but impossible, that's why it's called "hidden"
