Which telegram bot designer to choose?

A simple task: to follow messages in one chat, and recognizing a specific one, forward it to another chat.
Tried 5 different constructors, there is not a single solution. Any ideas how to implement?

Microsoft bot composer.
There is a visual constructor and I will say quite powerful.
I am not kidding.
