Why is the toolbar not showing in dark menu timeline mode?

Good day!
There is the following bug (moreover, on two different pairs of macbook pro + external monitor):
If you set the "Make the menu bar and Dock dark" mode in the Basic settings, then on that screen from the pair (the screen of the laptop itself and the external monitor), which is not active at the moment, the menu becomes just a white bar. When this mode is disabled, everything is displayed normally. I am attaching screenshots.
Worth the latest High Sierra. Although on a working laptop, a similar bug was also on Sierra.
