How to boot from USB flash drive on Mac Pro 2008?

Bought Mac Pro 2008. Was on an El Capitan disc.
I also decided to install El Capital, but only on SSD. I made a bootable flash drive. I checked it on the beech: it loads and everything is ready for installation. I paste into the Mac Pro, hold Option, the boot menu appears. I choose a flash drive. And it is ignored and loaded from the hard drive.
How to fix the situation?

I managed to start this way by installing external bootloaders like Clover EFI.
