Why is the speed of work through a vpn tunnel very low?

There is such a problem, there is a configured Mikrotik router, it is connected to the vpn server via l2tp / ipsec, tcp / udp ports are selectively wrapped in the tunnel, everything worked fine for three years, and in recent days strange work has been observed, they open for a very long time, or do not open at all sites on the network, if you disable the vpn client on the router and connect to vpn from the laptop directly, then everything is fine, but as soon as the mikrotik is connected, everything is very deplorable, please tell me why this can happen!?

Recently, there was information that Mikrotiks are subject to a DoS attack if services are raised on them. Perhaps your Mikrotik gets dos.
