Because in one case, the data goes straight through the peering, and in the other - through someone in the middle. And this is just one of the possible reasons.

The paths of the package are inscrutable, poke other servers on the speedtest, you will gain a dozen more different speeds. No one guarantees you speed, unless, of course, you buy a dedicated channel for an overdocher (and here, anyway, no one guarantees because the fuck knows where you are going to drive traffic there)

The fact is that the speedtest most likely uses the server of your provider when measuring speed - that is, it measures the channel provided to you by your provider. But when using the Yandex service, you most likely communicate with it through third-party networks, which is why the speed is less.
