Why is the site empty for some users (Drupal8)?

Website working on drupal8. If you follow the links on the site, then you can see both the blocks and the content. If you open a new tab or a new browser, then a blank page with the words "Go to main content".
Personally, everything works for me, but other users have a problem.

First, try clearing the cache, then disable .css and js aggregation.
Check if this happens on the default theme.
It can also appear from the theme on the basis of which your custom theme was created, look in /themes/custom/VASHA_TEMA/templates/html.html.twig(EMNIP, the path may depend on how Drupal was installed), there will be lines like
